The Luzerne County Transportation Authority (LCTA) is the operator of mass transportation in the city of Wilkes-Barre, Pennsylvania, and portions of surrounding Luzerne County. Services provided by the LCTA replaced previously offered services of the White Transit Company and Wilkes-Barre Transit Corporation, under a purchase-of-service agreement in 1972.[1]

The LCTA is governed by a nine-member board, appointed by the Luzerne County Council.[2] On August 1, 2019, LCTA was renamed the Northeast Pennsylvania Transportation Authority.[3]

Routes

[edit]

The LCTA operates 19 routes weekdays and Saturdays, serving the urban area of Wilkes-Barre and the surrounding Luzerne County in Pennsylvania. An additional route serves as an inter-city route between Wilkes-Barre and Scranton.[4]

As of July 6, 2010, LCTA routes originate at the James F. Conahan Intermodal Transportation Center on Washington Street near Public Square.[5] The LCTA shares the bus boarding platforms with Martz Trailways. Before the move, the LCTA began trips at Public Square, as it had since its inception in 1972. As of November 11, 2024, the bus routes had a redesign in which some bus routes will drive in different areas and replace old bus routes stops.

There was also a microtransit service named "LCTA Connects" with minivans in certain areas where LCTA bus route are considerably long, meant to serve the areas with a more convenient service, along with the 11/11/24 bus route redesign.

Additional information about affected routes:

  • Route 11 redesign:The redesign of the LCTA bus route 11 now does not run from the James F. Conahan Intermodal Transportation Center but instead from West Pittston to Plymouth. This route is primarily run on the U.S. Route 11.
  • Route 7 redesign:Route 7 was then considered a "North and South connector that operated between the Wilkes-Barre Walmart to the Luzerne Shopping Center in Luzerne, Pennsylvania. Route 7 still runs to the James F. Conahan Intermodal Transportation Center just making a stop and continuing its journey. Trips to Georgetown aren't seized although only instead of terminating at Georgetown trips toward Walmart loop through Georgetown.
  • Route 1 & 2 :The new Route 2 is meant to be partially adjacent to the old Route 1 running to Mohegan Pennsylvania via Hudson, Pennsylvania while the Route 1 runs to Mohegan Pennsylvania via Miner's Mills, a neighborhood below Hudson.

LCTA bus routes:

LCTA buses connect in Pittston and Old Forge to COLTS buses.

Operating Fleet

[edit]

LCTA operates 38 transit buses in its fleet. The fleet is a mix of Gillig coaches, in 30, 35 and 40 foot variations; and in their Phantom, Advantage and BRT models.[6]
