The Ottoman navy in the Caucasus consisted of three captaincies; the Caspian (Hazar) Captaincy, the Fasa (Riyon) and the Kura (Kür) Captaincy. Although not as powerful as the Mediterranean navy, they were an important factor to ensure the control of Georgia and Azerbaijan.[1]

Caspian (Hazar) Captaincy
[edit]It was founded in 1579 by Özdemiroğlu Osman Pasha after the Battle of Torches. Its center was Derbend in Dagestan on the Caspian Sea.[2] [1]It had a commodore in the port of Baku. Its first admiral, Mehmed Bey, who had been appointed to this position from Azov naval sanjak bey, was given the rank of admiral by Özdemiroğlu. When Dagestan and Shirvan passed from the Ottomans back to the Safavids, the state's contact with the Caspian Sea was cut off.
Fasa (Riyon) Captaincy
[edit]The Captaincy of Fasa or Riyon was also under the supervision of a colonel. Kılıch Ali Pasha founded it in 1579.[2] Its center was Poti. There was a small sweatshop in Batumi. This was also established for the control of Georgia.[1]
Kura (Kür) Captaincy
[edit]Its center was Ardahan. There was a small river shipyard here, which could build 4 or 5 small warships a year.[1][2] It controlled the Kura and Aras rivers and served in Iranian wars and the control of Georgia. It was headed by a naval colonel.[1]
