Early Life and Education

Huot Hak's journey towards becoming a prominent figure in Cambodian politics and administration began with his dedication to education. He pursued his Bachelor of Laws degree at the University of Law and Economics, laying the foundation for his future endeavors in law and governance. His thirst for knowledge led him to pursue further studies both domestically and abroad including France, the United Kingdom, Singapore, the People’s Republic of China.

In 2001, he obtained a Diploma in High-Level Diplomacy from the prestigious Royal School of Administration (ERA). Subsequently, he broadened his academic horizons by earning a Master's Degree in Political Science from the Royal University of Laws and Economics and a Doctorate in Business Administration from Preston University in 2005 and 2008, respectively.

His experience abroad and in Cambodia enriched his understanding of governance and diplomacy. He had the privilege of studying in renowned institutions such as the French National School of Administration (ENA) where he obtained a Diploma in Public Administration. This exposure to diverse perspectives and methodologies sharpened his analytical skills and broadened his global outlook.

He is fluent in two foreign languages, French and English.

Career

Huot Hak's professional journey is marked by a series of significant appointments and accomplishments. He also has experience in various professional fields, including law professor, editor in chief, administrator, lawyer and diplomat. He served in various capacities within the Cambodian government, including Head of the Office and Head of the Department of Administration and Personnel from 2001 to 2008. His tenure as Under Secretary of State for a decade, starting in 2008, showcased his leadership and administrative prowess.

In recognition of his expertise in handling complaints and investigations, he was appointed as Secretary of State in charge of these crucial matters from 2018 to 2023. His dedication to upholding transparency and accountability earned him respect, recognition and success.

Political career

Within the Cambodian People's Party (CPP), Huot Hak has been an active member, contributing his insights and leadership skills. He served as a member of the Central Standing Committee of CPP and the CPP Central Youth as well as head of the Secretariat of the Central CPP Youth. Additionally, he assumed the role of Head of the CPP Youth Group responsible for the Europe division, demonstrating his commitment to fostering international relations.

Personal Life

Huot Hak is married to Lok Chumteav Song Thida, and together they are proud parents of three children.
