Annette Maloney was born in Traralgon, Victoria, Australia on April 10th 1966. Her mother is Noelene Wills and father Noel Wills (dec). She has two brothers, John Wills (dec) and Peter Wills.

Annette Maloney's involvement with Port Melbourne Primary School (PMPS) spans over fifteen years, during which she served as a parent, School Council member, and President.
