Alpha Lau Hai-suen (Chinese: 劉凱旋) is a Hong Kong government official who has served as the Director-General of Investment Promotion at Invest Hong Kong (InvestHK) since November 2023.[1] She is the first woman to hold this position.[2]

As Director-General of InvestHK, Lau leads efforts to attract foreign direct investment to Hong Kong. Under her leadership, the agency has focused on promoting Hong Kong as a location for corporate headquarters, family offices, and technology companies.[2]

New Capital Investment Entrant Scheme

Lau has overseen the implementation of the New Capital Investment Entrant Scheme, which attracted 339 applications and over HK$10 billion in potential investments within its first four months.[3]

Belt and Road Initiative

Lau has emphasised Hong Kong's role in China's Belt and Road Initiative, positioning it as a gateway between mainland China and international markets.[4] She stepped up promotion in strategic markets, including ASEAN economies and the Middle East and North Africa region.[2] InvestHK has expanded its presence in the Middle East and North Africa, including plans to set up new offices in Cairo and Izmir.[4]

Recent Introduction of New Investments

Lau has facilitated the establishment of several significant investments in Hong Kong, including: WeBank, a digital bank based in Shenzhen, which has set up its technology company headquarters in Hong Kong, investing up to US$150 million and creating high-skilled technology jobs;[5] Rime Capital, an asset management company which has established a regional base in Hong Kong to support its global growth strategy.[6]
