This is a maintenance category, used for maintenance of the Wikipedia project. It is not part of the encyclopedia and contains non-article pages, or groups articles by status rather than subject. Do not include this category in content categories.

This is a category to hold pages which, for bureaucratic or technical reasons, cannot be categorized normally; its primary purpose is to keep such pages from being picked up by the uncategorized page tools while the bureaucratic or technical issues are sorted out. For example, the presence of {{RFD}} prevents a page from functioning as a normal redirect, so without this category every single redirect listed for an RFD discussion would get detected as an uncategorized article until the discussion was resolved.

In most cases, it should be automatically transcluded by whatever template is blocking the page's normal function, but it may on rare occasions need to be directly declared on the page itself. It should never be present on a regular, properly formatted article.

Note that this category must not be made hidden, as hiding it causes the pages in it to become detected as uncategorized, thus defeating its entire purpose.
