Tax repeal context

Is it appropriate to discuss the repeal of taxes in

PA, MD, NY, OH, MA, GA, AL

as a result of the boom times? The removal of taxes is almost unheard of today and sets important context for the booming economy and growth of the infrastructure projects of the time. This also lends weight to the mention of new taxes to recover from default in the current version of the article .
