You'll first need to find sufficient WP:RS and best prepare the first draft in a local editor on your computer. Do "edit source" on an existing article about e.g. a Saudi woman activist, save the content locally, and use that as a model. See Wikipedia:Your first article for lots of hints, but also warnings. Notability - my guess is that the first ever Saudi woman elected to (modest) political power in a popular vote probably would pass the criterion of notability. I'm not sure about the notability of al-Oteibi - just because the BBC said that she happened to be the "first" announced, that's not (on its own) necessarily so notable - it presumably depends on the order in which votes happened to be counted - which is not normally politically significant. The set of about 10 to 20 (depending on the source) women who were elected would be notable as a group. My revised suggestion is to add more content to this page - since it is in this context that the info is notable. If the length of the page grows too much, then it will be time to WP:SPLIT off sections into individual page(s) for the elected woman(women) and man(men) who are most notable.
