Why 854?

Why would they have chosen 854 as the new area code given that there was already an 864 area code in the state (albeit not the same region)? I seem to remember that in one state (New Jersey I believe), a new area code was rejected or changed because it was "too similar" to another one from the same state. — Preceding unsigned comment added by 134.153.53.159 (talk) 19:42, 20 June 2015 (UTC)[reply]
