Licuan-Baay, officially the Municipality of Licuan-Baay (Ilocano: Ili ti Licuan-Baay; Tagalog: Bayan ng Licuan-Baay), is a municipality in the province of Abra, Philippines. According to the 2020 census, it has a population of 4,566 people.[3]

Licuan-Baay is located at 17°36′33″N 120°54′19″E / 17.6092°N 120.9053°E / 17.6092; 120.9053.

According to the Philippine Statistics Authority, the municipality has a land area of 256.42 square kilometres (99.00 sq mi)[5] constituting 6.16% of the 4,165.25-square-kilometre- (1,608.21 sq mi) total area of Abra.

Licuan-Baay, belonging to the lone congressional district of the province of Abra, is governed by a mayor designated as its local chief executive and by a municipal council as its legislative body in accordance with the Local Government Code. The mayor, vice mayor, and the councilors are elected directly by the people through an election which is being held every three years.
