Well, the page says "This work is licensed for use under a Creative Commons Attribution Non-Commercial No Derivatives License (CC BY-NC-ND)". But they can't do that if its public domain due to the copyright being expired. And they give a date of "c. 1915". However, granted there's no proof that it was published in that year. I'm assuming that it was.
Public domain works must be out of copyright in both the United States and in the source country of the work in order to be hosted on the Commons.
