Not replaceable with free media because (WP:NFCC#1)	Tien died in 2002 and was rarely seen in public after being hospitalized in 2000. This predates the prevalence of digital photography, so the potential pool of images of Tien would have to be taken by a hobbyist photographer prior to 1997 (when he stepped down as Chancellor), then scanned, uploaded, and released under an appropriate license. This pool of potential images is vanishingly small. A search of flickr for "chang lin tien" showed only one image, a detail of a wall of the CV Starr Library, where the Tien Center for East Asian Studies has been since 2008.
Minimal use (WP:NFCC#3)	Minimal resolution (suitable for display but not printing) and single article use.
Respect for commercial opportunities (WP:NFCC#2)	Mr Blaustein retired from commercial photography in 2016, according to his website. He does not, in general, sell existing portraits. I contacted Mr Blaustein and obtained his explicit permission to use this specific photograph.
Other information	The subject of the photograph has been deceased since: October 29, 2002
