The health impact pyramid is a conceptual public health framework that represents the impact of various types of medical and public health interventions. The pyramid consists of five tiers with the base tier representing interventions with the greatest impact and the top tier representing interventions with the lowest impact. As Frieden describes, "Interventions focusing on lower levels of the pyramid tend to be more effective because they reach broader segments of society and require less individual effort. Implementing interventions at each of the levels can achieve the maximum possible sustained public health benefit."[1]
